It's a little complicated, but I believe he does in a "together, we'll tear at each other, but alone, I'd be the only one who suffers"-kind of way. So Oikawa drags Tobio down with him, since he fears Tobio will forget him otherwise and go off and be happy on his own. Does that make sense??
